Leon Benson makes change at the Indiana Statehouse

Leon’s advocacy for prison reform is as far reaching as possible. In 2025, he played a key role in changing the way police process of “eyewitness identification.” (video below)

There are four primary changes

  1. The eyewitness and primary investigator on the case do not know what person in the lineup is the suspect;
  2. The cops can’t use people in the lineup whose appearance differs drastically from the suspects;
  3. The police are now required to inform eyewitnesses that they will continue pursuing the case, regardless of whether or not a suspect is identified in the lineup; and
  4. if the eyewitness does choose someone out of the lineup they’re required to determine the level of confidence they have in the accuracy of this choice.

Taken together, this is a fundamental overhaul to the normal operations at IMPD headquarters.

Senate Bill 141 passed both houses and was signed by former Governor Holcomb. It officially became Public Law 127 on May 1, 2025.
